April 20, 2010 Meeting Notes

 

Meeting called to order.

Reading of the minutes approved.

General Items:

Community Education:

1.                  Fall Festival Committee:

·                    A call has been placed to the Carpenter’s Place to see if we can reserve the facilities for this year’s Fall Festival.

·                    Tyler wants to invite Steve Quarles to come do his presentation but we must decide if we would pay him for his services and materials.

- Ben motions that we send Steve Quarles an invitation and          not offer reimbursement.

- Gary seconds the motion.

- Motion passed.

*          Committee meetings need to be established.  Our first meeting will be May 18th at 4:30 pm.  Volunteers for the committees are Gary, Jennifer, Amanda and Tyler.

Grant Updates:

1.                  Thomas Street Education update

·                    Gary received a news release from Cal Fire regarding defensible space and it is a very good news release.  But the issue at hand is having Cal Fire coming into our District and telling property owners what they need to do.

·                    George recommended talking with Ian Gow to find out what they do in Placer Hills.

2.                  Rooster Ridge Fuel Break

·                    The contractor walk through went on as scheduled and went well.

·                    There is one small glitch in the fact that we do not have a prescription for the herbicide treatment.  We need a prescription from a PCA.

·                    Lu will try to get a hold of Matt Brown or Ben suggested that companies that sell the product will write the prescription for free.

·                    Bids are due the 27th and will be awarded on May 4th and work will begin May 9th or as soon as we get the contract signed.

·                    We have until December to complete this project.

3.                  USFS Grant Updates

·                    There are two grants that have been approved by the USFS.

·                    There were approved through the Watershed Restoration Enhancement Act.

·                    Long Point – 150 acres – connects into Shirttail Fuel Break.

·                    Roach Hill II – 100 acres – Part of this project is on John Hughes’s property and the THP is already done.

·                    This is the first of its kind for this type of grant so we are the guinea pigs for this project.

·                    The last emails were sent off so hopefully the contract will come next.

·                    Ben asked if there is specific information requested for this project since it is a stimulus project.  Lu said no.

4.                  2009 Clearing House Grant Projects

·                    Lu received an email back that the fiscal sponsorship was not received.  It was a little confusing and it happened to quite a few applicants.

·                    All other projects are fine.

·                    Todd Valley Phase 2 has been submitted but unfunded as of 12/15/09.

·                    Pipeline Phase 2 has been submitted but unfunded as of 12/15/09.

5.                  2009 Stimulus Package Funding

·                    Forest Service is still waiting to find out if it is awarded.  There is approximately 1500 acres around the Sugar Pine area that will be going out for bid sometime soon possibly sometime in June.

Group Reports-

PCFSA-           Placer County Fire Safe Alliance – We had a Core Team meeting on the 9th with Cal Fire, USFS, BOR and Rod Skordan.  No representation from BLM.  PCFSA is looking to changing the meeting day to the 4th Thursday of the month at the same time of 10:00 this will accommodate the Core Team members being able to attend.  Also the Core Team will be specifically meeting quarterly at these meetings. April’s meeting is cancelled but May’s will be scheduled for Thursday the 27th.  PCWA is sponsoring an event on April 29th talking about the Placer Watershed Forum. Greater Auburn Area Fire Safe Council is looking at a Volunteer workday on May 22nd.  They are looking for chippers and volunteers. There is no update from OES on the Cal Trans overhead signage.

FFPD-             Foresthill Fire Protection District – We have a new ambulance that should be in service by the first of May.  We had about 50 calls for the Month.  Our new office remodel should be complete by the first week of May.

DAT-                    Disaster Action Team – They are going to participate through the Red Cross on Thursday at the Placer County MCI in Roseville and Auburn.  The DAT is slowing losing members and is looking at putting an article in the Messenger asking for volunteers.

Cal Fire           California Department of Forestry – N/A

BLM-              Bureau of Land Management – N/A

USFS-             United States Forest Service – Doing some burning out in the Sugar Pine area.  Next is the SSO under burn with a few acres.  Unit 18 is about 250 acres and the rain is holding them back. They are trying to tie projects together with the Fire Safe Council.

Firewise-         N/A

BOR-              Bureau of Reclamation – BOR was able to have Cal Fire sign to burn under the bridge and is completely funded by Placer County.  They will be burning 50 acres on one side and 34 acres on the other.  BOR is now part of the PCFSA Core Team.  There is an MOU signed by the Auburn Fire Department and BLM which allows them to conduct maintenance on the fuel breaks.  May 22nd is Volunteer Day in Auburn to help maintain the fuel breaks.  BOR is trying to earmark monies from rafting contractors for vegetation management.  State Parks has put out a new map of the Auburn State Recreation area. Walter met with Congressman McClintock about not having any monies to manage the land.  He also talked to Senator Gaines and Cox and talked about Lake Clementine. So far there have been two days the Cal Fire Washington Ridge Crew has worked on State Parks land.  There are approximately 20 more days planned with Cal Fire.
